SAILING INSTRUCTIONS

RULES:

The race shall be governed by the International Yacht Racing Rules, 2005-2008 except as any of these are altered by these sailing instructions.

ENTRIES:

Eligible yachts may be entered by completing registration with the Pamlico Sailing Club. Eligible competitors shall:

1. Possess a valid NC-PHRF rating certificate or

2. Agree to accept the PHRF assigned by the PSC Fleet Captain or the PSC PHRF handicap representative.

3. Have submitted the racing fee.

NOTICES TO COMPETITORS:

Notices to competitors shall be made at the Skipper's meeting on Saturday, February 16 at 10:30 AM at Washington Yacht and Country Club Gazebo

CHANGE IN SAILING INSTRUCTIONS:

Any change in the sailing instructions will be distributed on race day at the Skipper's meeting.

SIGNALS MADE ASHORE:

In the Event of abnormally low water or extreme weather conditions, the race committee may decide to postpone or cancel the race. A notice of postponement or cancellation will be broadcast on channel 68.

SCHEDULE: The race(s) will start at Noon.

CLASS FLAGS: Class flags will be:

Non-spinnaker Code Flag/Letter "A"

There is only one class which will race non-spinnaker. No spinnaker may be flown at any time duringthe race.

RACING AREA:

The racing area is either Blunt's Bay, or the Pamlico River about 1/2 way between Bath and Broad Creek.

COURSES/Marks:

The committee boat will post the course marks for the race on the starting line side of the committee boat. The marks used can include the orange ball at the pin end of the starting line ("R"), the orange tetrahedron ("X"), a large , yellow, round inflatable ball ("W"), the PSC's permanent "B" and "C" marks, and the #8, #7 and #5 channel markers.

The marks shall be sailed to and properly rounded in the same succession as shown on the committee boat. All marks will be honored to port.

REGISTRATION:

All competing yachts shall register with the committee boat prior to the initial warning signal. Each yacht shall clearly hail her name and sail number.

THE START:

Races will be started using Rule 26.

The starting line will be between a staff displaying a blue RC flag on the race committee boat and a nearby club mark or navigational marker.

RECALLS:

The committee boat will attempt to notify individual premature starters by hailing her by name or sail number.

Two sound signals after the start will indicate a general recall. When a general recall has been signaled, the starting sequence will be re-started at the 5 minute warning signal.

THE FINISH:

The finish line will be between a staff displaying a blue RC flag on the race committee boat and a nearby mark.

TIME LIMIT:

The time limit will be 3.0 hours. Yachts failing to finish within 90 minutes after the first yacht finishes or after the time limit, whichever is later, will be scored 'Did Not Finish'(DNF).

PROTESTS:

Verbal notice of intent to protest must be given to the race committee immediately upon completion of the race. Protests must be filed in writing with the FLEET CAPTAIN or his representative, no later than two hours after the committee boat docks.

Protests will be heard on the committee boat, at the dock immediately after the race. The race committee, composed of the fleet captain and other individuals chosen by the fleet captain will comprise the protest committee and its decision will be final in accordance with racing rule 1.5.

SCORING:

Corrected times will be determined using the NC-PHRF rating as follows:

Corrected time = Elapsed time - (course length) x PHRF

PENALITY TURNS: The 720 degree turns penalty, Appendix B1 of the racing rules, will apply.

AWARDS: 1st, 2nd, and 3rd places will be awarded.
