PSC SOLO RACE

Sailing Instructions

1. RULES

The Regatta will be governed by The Racing Rules of Sailing 2005-2008 (RRS) and by the Prescriptions of U.S. Sailing, except as any of these are changed by these sailing instructions or by changes announced at the skippersÕ meeting. This is a Category C event (Appendix 1, Rule 20.3.2).

 

2. ENTRIES

Eligible boats may be entered by completing registration forms provided on the PSC website and complying with requirements outlined in the Notice of Race. Entries must possess a valid NC-PHRF rating certificate or have a temporary rating assigned to them by the Race Committee.

3. SIGNALS MADE ASHORE

No signals will be made ashore. Postponement or cancellation of a race will be broadcast on channel 72.

 

4. SCHEDULE OF RACES

4.1 The regatta will consist of up to three races. Completion of a single race will constitute completion of the regatta.

4.2 The warning signal for the first race will be at 12 noon, July 14th.

4.3 Races will be conducted such that there is a reasonable expectation that racing can be completed by 4:30 PM.

 

        5. CLASSES AND CLASS SIGNALS

5.1 There will be one class only, designated by the A-class flag.

 

6. RACING AREA

    6.1 The racing area will be between Bath and Broad Creek.

7. CHECK-IN

7.1 All boats intending to race must check in with the race committee no later than the first warning signal.

 

8. THE COURSE

   8.1 The course will be displayed on the side of the RC boat, and will indicate

 

á                                     the identity and order of the marks

á                                     the side on which marks are to be rounded if to be rounded to starboard.

8.2  If the first mark of the course is a temporary mark, the RC will post its distance and bearing from the stern of the Signal Boat.

8.3 In the event that the start/finish line is located between marks of the race, competitors may pass between the Signal Boat and the pin mark without penalty.

 

9. MARKS

9.1 All marks are to be rounded to port unless otherwise described. If the course requires that an individual mark be rounded to starboard, an ÒSÓ or other green marking will precede the name of that mark in the course instructions.

9.2  A temporary inflatable orange tetrahedron may be used as a mark of the course or to define the starting or finishing line and will be designated as marker ÒXÓ when posted in the course instructions on the Signal Boat.

 

9.3  A small orange ball may be used as a mark of the course or to define one end of the starting or finishing line. That small orange ball will be designated as marker ÒRÓ when posted in the course instructions on the Signal Boat.

 

 

10. THE START

10.1 Races will be started using Rule 26.

10.2 The starting line will be between a staff displaying a blue RC flag on the race committee boat and a nearby club mark or navigational mark as indicated in the course instructions. .

 

10.3The warning signal for the start of the next race of the day will be given as soon as possible after the last boat of each class has finished the previous race.

 

11. SHORTENING THE COURSE AFTER THE START

The course may be shortened after the start by moving the committee boat near a mark not yet rounded by any boat and displaying code flag ÒS.Ó When the course is shortened in this manner, the finishing line is between the nearby mark and the committee boat regardless of which side the mark was originally to be rounded.

 

12. PROPERLY MARKED FISH NET

A properly marked fish net is marked at each end with two small yellow buoys. Such a net is an obstruction. A boat sailing over a properly marked fish net is responsible to the netÕs owner for any damages to the fish net.

 

 

13. THE FINISH

13.1The finishing line will be between a staff displaying the blue RC flag on the race committee boat and a nearby club mark or navigational mark. A boat must finish in the direction from the second-to-last mark listed in the starting instructions, regardless of whether this requires that the finishing mark be left to port or to starboard.

13.2 Boats that retire before finishing are requested to notify the race committee as early as possible.

 

14. PENALTIES

Penalties resulting from repeated violations of 30.2 will be cumulative.

 

15. TIME LIMIT

The time limit for each race is three hours. Boats failing to finish within 60 minutes after the first boat of their class finishes or within the time limit, whichever is later, will be scored DID NOT FINISH (DNF). This changes RRS A5.

 

17. SCORING

The low point scoring system of A4 (Appendix A), will apply, except that 3/4ths of a point will be awarded for the first place finisher in each class in each race.  This changes RRS A4.1.

 

18. PROTESTS

18.1 Protests shall be written and in the format stipulated in the RRS 2005-2008. They shall be delivered to the Race Committee Chair or his representative within one hour after the committee boat has returned to port.

18.2 Protests will be heard in approximately the order of receipt as soon as reasonably possible.  The Pamlico Sailing Club Fleet Captain will select the members of the protest committee, which will hear protests at such times and places as designated by the Fleet Captain.

 

19. RADIOS

The race committee will monitor and call on VHF channel 16. After calling on channel 16, it may broadcast on VHF channel 72 for race and safety-related messages. For the time period from the initial warning for each race until five minutes after each class has started each race, the race committee may call on VHF channel 72 notices of premature starters, general recalls and abandonment without having called on VHF channel 16.
